Russia may create special economic zones in its Far East regions offering tax relief in order to attract investment from Asian farmers into its agricultural sector. Russia’s Far East District is two thirds the size of the U.S. however it is located thousands of kilometers away from the country’s grain terminals and export infrastructure. Legislation offers multiple options through which foreign companies can gain access to agricultural land, with the most popular being long-term leasing. Out of Russia’s 120 million hectares of agricultural land, 2.7 million are controlled by foreign entities with Chinese firms controlling 600,000 hectares of land in the Far East.
